Promoting Shared Development in Southwest China Through Energy Revolution

Abstract:

Southwest China is a key area for winning the battle against poverty and pollution. Southwest China is rich in hydropower and natural gas resources; it is also a crucial region for supporting the West-to-East Power Transmission and West-to-East Natural Gas Transmission projects. The energy resources among the five provinces in Southwest China are varied and complement with one another; therefore, shared development is particularly important for the energy revolution in Southwest China. This study combines the energy revolution with the regional development strategy of Southwest China, and analyzes the connotation of promoting shared development through the energy revolution in Southwest China. The strategic positioning and objectives of the energy revolution in Southwest China are discussed. The strategic measures for the shared development include improving the nature gas infrastructure, promoting the efficient development and clean utilization of coal, optimizing the development sequence of hydropower, and encouraging the diversified development and utilization of wind, solar, and hydropower. Furthermore, several policy suggestions are proposed, including improving the hydropower consumption mechanism, breaking regional barriers, implementing preferential fiscal and tax policies, paying equal attention to resource and capital diversification, promoting environmental protection, and strengthening the construction of highend think tanks and talent introduction.

Challenges and Suggestions for Sustainable Development of Food Security in Southwest China

Abstract:

Sustainable development of food security in Southwest China is critical in ensuring national food security, and concerns ecological civilization construction, ethnic unity, and poverty alleviation in China. A green- and ecological-oriented development approach is an important prerequisite for ensuring the sustainable development of food security in this region. In this paper, we first investigated the food production situation in this region, and then analyzed the challenges from the aspects of ecological environment features, agricultural inputs, and agricultural structure. Furthermore, according to the production conditions and resource endowment of Southwest China, we proposed a strategic vision comprising overall thinking, strategic positioning, general goal, and development path, as well as several policy suggestions focusing on policy modification and project implementation, aiming to provide references for the formulation of regional food security strategies.

Geologic Hazard in Southwest Railways and Achievement of Survey and Control

Abstract:

China southwest area locates at the edge of Qinghai-Tibet plateau and is close to east side of collision zone between India plate and Eurasian plate where the geologic structure is quite complicated with serious geologic hazard. Combined with the survey and design, construction and operation of such important trunk railway lines as Bao-Cheng railway, Gui-Kun railway, Cheng-Kun railway, Xiang-Yu railway, Nan-Kun railway, Nei-Kun railway and Yu-Huai railway, etc., in complicated southwest mountainous region, the general condition of geologic hazard of southwest railway is summarized and the railway geologic survey and engineering control technique experience for several kinds of main geologic hazard are systematically presented.

The theory and practice for observing design layout of Southwest China vortex atmospheric scientific experiment

Abstract:

China is a country which has many severe meteorological disasters. Southwest China vortex is an important severe weather system, closely related with the rainstorm flooding in summer half year in China. It has many influences on the national economy, social developmemt, life and property safety of the people. Based on the situation of scientific research and field experiment on Southwest China vortex, this paper gives out the importance of the observational basis with Southwest China vortex atmospheric scientific experiment for the basic data, scientific research and operational forecasting of Southwest China vortex. The design principle and technological way for the observing layout of Southwest China vortex atmospheric scientific experiment from the aspects of the network distribution, equipment level and observational element are proposed. According to this, the observing layout engineering of Southwest China vortex atmospheric scientific experiment is systematically designed. And the main advance was briefly reviewed for the two Southwest China vortex atmospheric scientific experiments in the summer of 2010 and 2011, and from this, the validity was emphasized for the observing design-layout of Southwest China vortex atmospheric scientific experiment, which made progress on the research and operation of Southwest China vortex. Finally, from the needs, present and effect of Southwest China vortex atmospheric scientific experiment,it further points out the importance of strengthing the observing design-layout research and practice for the development of social economy and reducing disaster in China.

Development Path of Digital Agriculture in Southwest Mountainous Areas of China in the Context of Chinese Path to Modernization

Abstract:

Digital technology is an important driving force for agricultural modernization in China. Developing modern agriculture in China's southwest mountainous areas using digital technologies is crucial for rural revitalization and common prosperity and is an inevitable requirement for realizing Chinese path to modernization. This study expounds the concept connotation and operation logic of digital agriculture in southwest mountainous areas. Based on public statistics and field survey data, it analyzes the current status of digital agriculture development in southwest mountainous areas from the aspects of coordination of relevant subjects, infrastructure construction, production and sales link application, and population structure, and further clarifies the practical difficulties faced by the development. Furthermore, the study suggests that we should improve the multi-party cooperation mechanism, strengthen the construction of digital infrastructure, broaden the application scenarios of digital  agriculture, and promote digital personnel training in rural areas, thus to deepen the development of digital agriculture in the southwest mountainous areas.

Design flood of ungauged basins based on DEM

Abstract:

In this paper, the northern mountainous area of Fuzhou City which is an ungauged basin has been taken for example to discuss the method of design flood calculation by means of combining the DEM (digital elevation model) and the Xin'anjiang model (three components). The problem of estimating the parameters of the runoff model has been solved by using the parameters of the reference station. In the convergence calculation, the isochrones are obtained by DEM which helps to avoid the cumbersome work of drawing them on the map. With the establishment of the digital elevation model throughout the country, it is practically significant to use it in the hydrological estimation.

Supplementary Suggestion for Countermeasures for Exploitation and Utilization of Water Resources of the Northwestern Region of China

Abstract:

Freshwater resources are the material basis for human subsistence and economic and social development. The problem of water resources is very severe in the process of development in the northwestern region of China. This paper further discusses the problem concerning the implementation of the uprinciple of harmonious co-existence of man and nature” during the development of the northwestern region, and suggests that in the process of exploitation and utilization of water resources in the northwestern region it is necessary to consider issues from the fact that the region has only a small total amount of water resource but very large annual evaporation and very small annual precipitation. Efforts should be made to broaden sources of water and economize on water, prevent various kinds of waste of water resources, raise the effectiveness of water use, reduce water pollution, recover water resources and improve the environment. It is advisable to take actively the way of “storing water under the ground”,expanding groundwater and developing groundwater rationally, and meanwhile to adhere to expanding usable freshwater resources continuously.

Research on the Green & Circular Development Policy System of the Qinba Mountain Area

Abstract:

This paper investigates the green & circular development policy system issues of the Qinba Mountain Area. In this paper, the research objects involve five provinces along with one city of the Qinba Mountain Area, which are Shaanxi, Henan, Hubei, Sichuan, Gansu, and Chongqing, respectively, and the research aim is to build a policy system for the green & circular development to support the sustainable development of this region. By discussing with the government departments of the five provinces and the city, field researching to the relevant counties (districts, cities) and countryside, reviewing the relevant documents from the central and provincial government, and in-depth analyzing the existing policies implementation, this paper proposes a framework, basic ideas and the recommendations to build the green & circular development policy system for the Qinba Mountain Area.

Study on Quality Evaluation of Domestic Agricultural Machinery Equipment: An Analysis Based on the Farmer Survey Data from Central China

Abstract:

Improving the quality of domestic agricultural machinery is crucial for China's agricultural machinery manufacturing to become stronger. This study summarizes the status quo and existing problems of agricultural machinery manufacturing in China and focuses on empirical study. Based on the data collected from farmer surveys in Central China, farmers' subjective evaluation on the quality of domestic agricultural machinery is investigated from the aspects of hardware quality, applicability and operation convenience, as well as operation effect of the machinery. The results suggest that farmers' satisfaction with steel quality, engine quality, fuel consumption, and failure frequency of domestic large- and medium-sized agricultural machinery is significantly lower than that of non-domestic agricultural machinery. Less than half of these farmers are satisfied with the machine–land matching degree, machine–driver matching degree, and shading and rainproof effect of both domestic and non-domestic machinery. Moreover, their satisfaction with the operating speed, operating coverage, and factor (i.e., water, fertilizer, pesticide, and seed) saving effect of domestic agricultural machinery is low. To this end, countermeasures are proposed to improve the quality of domestic agricultural machinery, including building a national team to overcome technical difficulties in key components, establishing a long-term and enterprisecentered innovation system, optimizing the research and development of intellectualized and eco-friendly agricultural machinery, and reconstructing the discipline system for agricultural machinery in universities.

Study on Ejection Escape Technology in Sub-plateau Regions

Abstract:

This paper has analyzed deficiencies with the current aircrew escape system for sub-plateau regions and a proposal has been put forward that the ejection seat is to be equipped with a dual mode sequencer including mechanical and electrical sequencers, so as to ensure safe escape, under the condition that the current equipment configuration is kept unchanged,  in sub-plateau regions and without reducing escape performance at low altitude under adverse attitude conditions in plain regions.

Promoting the High-Quality Development of Central China Through Energy Revolution: Theoretic Analysis and Implementation Paths

Abstract:

The rise of Central China is a major strategy for China’s regional development. In recent years, Central China has gained a notable late-mover advantage. As China enters the stage of high-quality development, Central China needs to keep up with this trend to improve its comprehensive strength and competitiveness. As energy is the foundation for economic and social development, high-quality development requires a high-quality energy system and should be supported by energy revolution. The five provinces (i.e., Hunan, Hubei, Henan, Anhui, and Jiangxi) from Central China have excellent resource endowment; however, the new energy potentials and total energy production of these provinces are inadequate, and the energy supply and demand are imbalanced. In this article, we analyze the internal mechanism of promoting the rise of Central China through energy revolution, and conclude that the quality of energy consumption should be optimized in Central China to promote the rise of this region in terms of economy, society, and ecology. Moreover, the overall goal for the medium- and long-term energy development in Central China is discussed. To this end, Central China should promote energy conservation and emission reduction to improve energy efficiency and green development, develop multi-energy complementary technologies to promote clean energy consumption, and strengthen inter-provincial cooperation in energy to ensure the security of external energy supply. Specifically, several implementing paths are proposed including green and low-carbon development, supply-side reform, innovation-driven strategy, energy allocation optimization, and multi-energy integration.

A Study on the Coordinated Development of the Urban Areas around the Qinba Mountains

Abstract:

The urban areas around the Qinba Mountain Area, located in the geographical center of China, comprise Chengyu urban agglomeration, Guanzhong urban agglomeration, Wuhan urban agglomeration, and Zhongyuan urban agglomeration. Under China’s changed territorial strategy of One Belt, One Road and the formation of multilateral open pattern, coordination of the urban areas around the Qinba Mountain Area is of great significance to support the rise of central China, protect the ecological environment of the Qinba Mountain Area, and alleviate poverty in mountainous areas. However, due to the large geographical distance, the internal connection of the urban areas around the Qinba Mountains is weak. In this paper, based on the experience of foreign megalopolises, the author suggests that the study on coordinated development of the urban areas around the Qinba Mountain Area should be carried out from the following four aspects: Macro pattern judgment, spatial organization, fast traffic connection, and cooperative division of industrial labor.

Meanwhile, some fundamental principles of scientific utilization and management of water resources in Northwest China are also discussed in this paper. Ultimately, the author ends this thesis by proposing some legislative proposals on scientific utilization and management of water resources in Northwest China.

Sustainable Development of Food Security in Northeast China

Abstract:

Grain is a commodity of strategic significance. The general self-sufficiency of cereal grains is vital to people's livelihood and national security of China, a country with a population approaching 1.4 billion. Northeast China is endowed with the most abundant agricultural resources in China. Its grain industry is growing faster than any other part of China; it has the greatest potentials for development, and makes the maximum contribution to national food security. Northeast China is now an important commodity grain and livestock production base. In this paper, the food security situation in this region is elaborated against the backdrop of internationalization and greenization, the trend of food supply and demand in this region is analyzed, problems concerning food security are classified, and strategic suggestions are proposed, including accelerating the supply-side structural reform for agriculture, promoting the combination of agriculture and animal husbandry, and developing benefit-oriented agriculture. This study is hoped to provide a reference for implementation of decisions involving regional food security and sustainable development.

Sustainable Development of Water Resources and Food Security in Northwest China

Abstract:

Northwest China has abundant light, heat, and land resources, but limited water resources which has restricted the sustainable development of food security in this region. Water-use efficiency in crop production, water resources stress, and virtual water output of crops in Northwest China are evaluated using water footprint and virtual water as analysis tools. Grain production and agricultural water use in Northwest China are predicted. Furthermore, policy suggestions are proposed to guarantee the sustainable development of water resources and food security in Northwest China, including gradually reducing the scale of agricultural water use in this region, optimizing the crop planting structure, and implementing a virtual water project along the Silk Road Economic Belt. This study is hoped to provide a reference for the rational utilization of regional water resources and the formulation of food security strategies.
